Windows Setup
The speech recognition and synthesis portions of Windows are tied to the language setting of your version of Windows. If you have an English-language Windows, all is good. Otherwise the situation is more muddy and this presentation is our best current understanding aka guess.
For other systems, you need to have an English language pack installed on your system, though not necessarily active. Multiple language packs are available for Windows 8 in general, but only for the Ultimate version of Windows 7. See http://windows.microsoft.com/en-us/windows/language-packs#lptabs=win7 .
You need to have an English-speaking voice set up and available in Windows for Synthia to be able to talk. That is likely available if your system is not English, but not one of the languages Microsoft officially supports. For example, Dutch systems include the English voice.
For speech recognition, your operating system must be set to work in English. There does not appear to be a way to set the recognizer language independently in Windows 7 or 8.
